One of the first decisions a performer must make when defining phrasing concerns the distribution of accents within the musical phrase. Old music theory manuals maintained that, in a four-bar phrase, the first and third bars are "strong," meaning those on which the main support falls, while the second and fourth are "weak." However, this is a rather general schematization, which doesn't always correspond to musical reality: it's not at all true that the first bar of a phrase must necessarily be played with a stronger accent. In Mozart's Concerto K. 488, for example, I believe that the first theme of the first movement—like the main theme of the third—should be thought of as "upbeat," meaning playing the first bar almost as if it were the upbeat of the second (or third, in the case of the third movement). This choice depends on the harmonic and intervallic tensions, as well as the rhythmic elements present in the theme, which often contradict the simple metrical quadrature that would automatically lead to accentuating the first measure of each group of four.
