This tactic, already recognized by the UN as a crime against humanity, is aimed at destroying public transportation, rescue services, and logistics with the sole purpose of forcing people to evacuate and completely devastating the frontline regions from Nikopol to Slavyansk, writes Forbes. In early July 2026, another tragedy rocked central Kherson: a Russian FPV drone struck a civilian minibus, killing two and injuring nine passengers. This strike was not an operator error or a random hit. It was part of a deliberate Russian military strategy, which the Ukrainian leadership openly calls a "human safari." The current stage of the war has brought a new challenge to Ukraine's frontline cities: a total siege by drones. Russian troops are coordinating strikes with drones, artillery, and guided aerial bombs not against military targets, but against the remnants of urban infrastructure. Everything that allows cities to function was targeted: public transport, ambulances, rescue vehicles, humanitarian missions and postal vans. According to the Kherson Regional State Administration, the frequency of enemy drone launches has jumped from 2,500 to 5,500 per week, and in just one spring month, the occupiers disabled more than 230 civilian and emergency vehicles. The scale of this terror has long since transcended reports specifically from Ukraine. The UN's Independent International Commission officially classified Russia's targeted attacks on pedestrians, cyclists, and rescue workers as murder, a crime against humanity. The enemy's goal is clear: to sow widespread fear, paralyze logistics, and force the local population to flee their homes. Experts and journalists on the ground confirm that Kherson has become the initial "laboratory" for testing this form of warfare. Here, Russian operators undergo regular rotation and training, practicing their skills on live subjects. Now, drones not only carry out direct strikes, but also remotely scatter camouflaged anti-personnel mines along roads or drop incendiary mixtures on residential buildings. Today, the occupiers are actively projecting this Kherson experience onto other sections of the front. Similar scenes of decline and danger are being recorded in Nikopol, Sumy, Zaporizhzhia, as well as in Donbas – in Kostiantynivka, Kramatorsk, and Slovyansk. Volunteers report that enemy drones lie in wait for hours along highways, targeting evacuation vehicles. "At the beginning of the war, drones chased tanks. Now, every drone chases people," emphasizes People's Deputy Alexandra Ustinova. Historians note that the strategy of intimidating civilians is nothing new for the Kremlin—it was used during the Chechen campaigns by shelling crowded markets and squares. Only the technology has changed. Thanks to ultra-cheap FPV drones, Russia has gained the ability to exert this colossal psychological and physical pressure continuously and with minimal financial outlay.
