Caribbean leaders are gathering in St. Lucia this weekend for the Fifty-First Regular Meeting of the Conference of Heads of Government of CARICOM. Over the next four days, regional leaders will tackle major issues including climate change, food security, Haiti's crisis, and regional integration. But one issue expected to draw significant attention is the controversy surrounding the reappointment of Belizean-born CARICOM Secretary-General Dr. Carla Barnett.
