How Overpowered Can Kiryu Become In Yakuza Kiwami 2?

In order to test just how OP Kiryu's attack damage can become in the game, I played through the entire game on Legend NG+ with several key gear pieces, items and upgrades that nearly maxed out his attack potential. Along with this, I used a strategy of relying primarily on charge attacks, heat actions, picked up weapons, and the holy soda (the speedrun community put me on to that OP liquid). I also face Jo Amon multiple times in order to test how strong Kiryu is as well, both with and without weapons.
