Create PDB from PDB$SEED | Oracle Multitenant Architecture

Seed Database (Seed PDB): A default #PDB that the system uses as a template to quickly provision other #user-created PDBs. Internally, it’s called #PDB$SEED. In the #multi-tenant architecture, ideally we use the #SEED template pluggable database (PDB$SEED) to create any new #pluggable database within the container database (CDB$ROOT).
