The purpose of the Utraphimuk Elevated Expressway is to solve traffic problems on Vibhavadi-Rangsit Road and Phahon Yothin Road. Initially, the Department of Highways planned to expand the traffic lanes on Vibhavadi Rangsit Road to accommodate traffic heading to Don Mueang Airport. Traffic on Vibhavadi Rangsit Road is increasing daily. However, the lane expansion is hampered by the large number of houses along the road, making it impossible to expand the lanes. Therefore, the Department of Highways is considering constructing an elevated expressway overlapping the road, using the median to support the structure. The Utraphimuk Elevated Expressway is divided into two sections: *Din Daeng-National Monument Elevated Expressway or Din Daeng-Don Mueang Elevated Expressway This elevated expressway is part of Highway No. 31 (Vibhavadi Rangsit Road). It spans 20.897 kilometers, starting at the end of the Chalerm Maha Nakhon Expressway in Din Daeng District, Bangkok. Heading north, using the median of Vibhavadi Rangsit Road, passing Don Mueang Airport, this section ends at the National Monument Interchange. The Din Daeng-Lak Si section opened on December 14, 1994, and the Lak Si-National Monument section opened on December 3, 1998, concurrently with the National Monument-Rangsit section. On December 1, 1998, His Majesty King Bhumibol Adulyadej (Rama IX) graciously bestowed the name "Uttaraphimukh" ("Uttaraphimukh") on the elevated roadway section of Din Daeng-Lak Si-National Monument-Rangsit, and the section to be connected in the future, as an auspicious name. The second section, the National Monument-Rangsit Elevated Road, is an extension of the Uttaraphimukh Elevated Road, with a distance of 7.327 kilometers. Highway No. 38, under the responsibility of the Department of Highways, begins near the National Monument, overlapping Vibhavadi Rangsit Road, then turns left onto Phahon Yothin Road and ends on Phahon Yothin Road in front of the Royal Thai Mint in Khlong Luang District, Pathum Thani Province. This section of the elevated road is toll-free, having been abolished since 2004, thus defining it as a national highway. The Intercity Motorway No. 5 Extension Project, Uttaraphimuk Elevated Road, the Rangsit-Bang Pa-in section, is part of the Bangkok-Mae Sai/Chiang Khong Checkpoint (M5) expressway network, under the 20-Year Intercity Motorway Development Master Plan (2017-2036). The objective is to connect travel from central Bangkok to northern areas and alleviate traffic congestion on Phahon Yothin Road and Vibhavadi Rangsit Road, particularly during rush hours due to the expansion of the northern urban communities connecting Pathum Thani and Phra Nakhon Si Ayutthaya Provinces.
