I seem to be consistently struggling with the really open-ended rooms where there's a lot of resources and space available, but I have to build a very long multi-step plan, the end state of which isn't clear, and thus the intermediate steps aren't clear either. So, the best I can do is try out multiple possible end states, one by one, and try to feel out how plausible each one looks like, in an attempt to gather more information about what the middle looks like as a result.
