In Lecture No. 138, Boris Kipnis continues to discuss the changes that occurred in Russian society after the Peasant Reform of 1861. The need to create a new system of social protection for peasants became the main prerequisite for the Zemstvo Reform of 1864. The resulting local zemstvo self-government bodies represented a relatively progressive approach compared to Western Europe. Judicial reform was also implemented. The new judicial system was based on a synthesis of English, French, and, to some extent, German legal systems. Changes in the country's internal life caused by the abolition of serfdom.
