In this video I break down exactly who is behind the push — the Cicero Institute, their role in Project 47 and Project 2025, and how their model legislation became the blueprint for what is now happening in states across the country. This isn’t theory. Executive Order 14321 is already in effect — and it was specifically designed to use federal funding as leverage to force cities and states to criminalize homelessness rather than shelter it.
