Until the end of the 1970s, investments in distribution companies and generating plants were very large. Investments stopped again, while debts and energy demands increased, until PROCEL was created in 1985. In 1996, ANEEL was created, followed by CNPE in 1997, and some of its measures included the creation of PROINFA and PNEC. In 1998, SIN was created, responsible for interconnecting all the country's electricity generation plants. The 2000s saw several changes, such as a new legal model for the electricity sector, and there was also a great evolution in public lighting due to LED lamps, which were better and more durable compared to others.
