Severe Plucking - Jasper the Eclectus Parrot

I have sad news to share about Jasper. What started as just a few plucked down feathers, has turned into all of his down feathers being plucked, AND blood feathers. I'm hoping some of the ideas in here might help those who have a parrot who just started plucking, and also hoping for some advice if you have worked with a severe plucker.
