3rd AFRICA HIGH-LEVEL CIVIL SOCIETY AML/CFT CONFERENCE 2026, ORGANISED BY SPACES FOR CHANGE (S4C)

The 3rd Africa High-Level Civil Society Anti-Money Laundering and Counter-Terrorism Financing (AML/CFT) Conference brought together civil society leaders, regulators, policymakers, compliance experts, and development partners from across Africa to discuss the implementation of FATF Recommendation 8 and its impact on civic space. Hosted in Abuja by Spaces for Change (S4C) in partnership with the Civic Advisory Hub (CAH), the conference served as a platform for participants to exchange experiences, share best practices, and explore reforms that can strengthen efforts to combat money laundering and terrorism financing without undermining the vital work of civil society organisations. Day One featured high level discussions, panel sessions, and expert presentations focused on the challenges and opportunities surrounding the implementation of FATF Recommendation 8 across the continent. Delegates from countries including Kenya, Mozambique, Zambia, Uganda, The Gambia, and Nigeria shared lessons from their national experiences, highlighting the importance of stakeholder engagement, risk based approaches, and collaboration between governments and civil society. Speakers emphasized that while effective safeguards against financial crime are necessary, regulatory measures must not unintentionally restrict legitimate civil society activities that contribute to development, accountability, and democratic governance. The conference also spotlighted the growing role of women in the AML/CFT sector, with participants calling for greater representation of women in leadership and decision making positions.
