INSIDE NEWS DRC - 07/25/2026 - INCLUSIVE DIALOGUES: THE SIX DEFINITIONS - WHAT WILL TSHISEKEDI DECIDE? Eight days after the announcement of the national dialogue, no decree has yet established the participation criteria. Inside News DRC traces the origins of the word "inclusive": the 1991 Sovereign National Conference, the Inter-Congolese Dialogue in Sun City, and the 2016 Inclusive National Political Dialogue at the African Union City. Only once has the word had a working definition, with five named components and a number of seats allocated. We then present the six competing definitions for 2026: those of the government, religious denominations, the Article 64 Coalition, the Kabila camp, the AFC/M23, and civil society, along with what each excludes. And we point out the fact that no one seems to notice: since April 2025, the Congolese state has been signing agreements in Doha with those it refuses to sign in Kinshasa.
