Until the end of time, there will be speculation on whether President Yoweri Museveni was privy to the Rwanda Patriotic Front attack on Rwanda in 1990. It is not easy for Gen. Museveni to absolve himself because the RPF leader, Maj. Gen. Fred Rwigyema was very, very close to him. His army number was RO/015! On the other hand, President Museveni did everything possible to assure Rwanda’s President Juvenal Habyarimana that while no such attack would be facilitated by Uganda, it was important for Rwanda to work out an arrangement with its exiles to at least visit home. Museveni was deeply embarrassed when RPF struck, but matters were decided for him when the deadly genocide began. In this first part of five, we trace the course of Uganda-Rwanda relations from when NRM took power in 1986.
