AFTER CSD ATTACK: Known Salafist, monitored and convicted! How could the attack have happened? Investigators found an IS-claim video on Abdul Ballout's cell phone. The 21-year-old is said to have recorded it on the day of the CSD attack. Ballout was known as an Islamist threat. He was considered a Salafist and was well-connected within the scene. In 2025, he wanted to join the Islamic State. He was arrested in Lebanon and brought to Germany. A deradicalization program failed. While in pretrial detention, he is alleged to have proselytized fellow inmates. A court sentenced him to one year and ten months in juvenile detention. The sentence was provisionally suspended. Ballout was released. The authorities monitored him and tapped his cell phone. Federal Interior Minister Alexander Dobrindt is now calling for electronic ankle monitors for potential terrorists. He is also demanding a uniform preventive detention system across Germany and stricter rules for juvenile criminal law for adults. Berlin has already enshrined the use of electronic ankle monitors in law. According to Burkhard Dregger, the police are currently procuring the technology and training officers.
