I think it's always good to start with someone you know, like an internet friend or a childhood friend you want to get in touch with again. But if you want to meet someone new, that's ok too!! Stationery is definitely something you can collect over time if you'd like to, but there's no 'threshold' of the amount of stationery you need in order to start penpalling.
