Mahfud MD, a member of the National Police Reform Acceleration Commission and former Coordinating Minister for Political, Legal, and Security Affairs, addressed the widespread practice of obtaining illegitimate diplomas in the pre-reform era during a public lecture at the State Islamic University (UIN) Palopo on Monday (June 15, 2026). In his presentation, Mahfud linked the issue to the importance of maintaining the integrity of education and the proper use of academic degrees obtained through proper processes. He also touched on the diploma controversy that has recently been widely discussed in the public sphere, including the case involving the 7th President of the Republic of Indonesia, Joko Widodo. Mahfud recounted the widespread practice of purchasing diplomas from dubious educational institutions in the 1990s. He stated that the term "three-in-one" even emerged at the time, meaning that someone could obtain a bachelor's, master's, and doctoral degree without going through the proper educational process. He admitted to having advocated for a movement to curb the use of illegitimate diplomas. As an academic at the time, Mahfud admitted to visiting the Directorate General of Higher Education (Dikti) and related ministries to request that these cases be prosecuted as fraud. On that occasion, Mahfud also revealed that when he was about to file a report with law enforcement in 1996, he discovered that certain officers were also suspected of obtaining academic degrees through improper channels. "Now the police are doing well," Mahfud said, emphasizing that his statement referred to the situation that occurred in 1996 and had been widely reported in the mass media at the time. According to Mahfud, the practice of obtaining degrees without proper academic processes has damaged scientific integrity. He believes this phenomenon has resulted in some people holding academic degrees but not mastering the fields listed on their diplomas. In addition to criticizing the practice of buying and selling diplomas, Mahfud also reviewed the thoughts of educational philosopher Ivan Illich in his book, "Deschooling Society," which criticizes the education system for creating social stratification based on diplomas. However, Mahfud emphasized that he disagreed with the idea of ​​abolishing schools. He believes that education still plays a crucial role in shaping human intelligence and character. He emphasized that the goal of education, as mandated by the 1945 Constitution, is to enlighten the nation's life, not just its intellect. Therefore, education must be able to develop intellectual abilities as well as morals and ethics. In his closing remarks, Mahfud encouraged students to acquire knowledge through a process with integrity, respect the role of teachers, and use education as a means of developing civilized character and personality.
