Besides a welding machine, you'll also need a sheet forming tool and you'll need to have some experience with resin molding (if you deside to make it with polyester resin). The boat can be made from metal sheet, 1.5mm thick, and using either normal welding or MIG welding. The length of the boat can be made at 3.8m, with a width of 1.15m. You'll need two sheets 2.5m x 1.25m and another two sheets 2m x 1m. For the floor of the boat you'll need to form longitudinal supports on the sheet, about 1cm high and 5cm width. Make 4 or 5 of them towards the inside of the boat and also weld lateral supports as I show on the video. Make sure there are no hidden points, to minimise the chance of rust. The side panels can be made from the 2x1 sheets, cut in half and with two longitudinal supports looking towards the outside. You can add points on the panels where you can attach vertical stands and lay a roof tent, to fish in the shade. In order to make it from polyester resin, you'll need wires to form the boats frame, and chickenwire fence to put around the metal frame, and then apply the polyester resin in layers and wait for it to dry.
