Specifically, the reform places the individual at the center, with their rights, needs, and aspirations, ensuring multiple tools to support them in achieving a full life and ensuring their self-determination and inclusion in all areas of society. The discussion outlined the principles underlying the reform, with a specific focus on the following topics: individual life planning, reasonable accommodation, the European Disability Card (EDC), and the European Disability Identity Card (EDC).
