1991 State of the Union Address
Tuesday January 29, 1991 President George H.W. Bush gives the State of the Union Address to a Joint Session of Congress. He is much more confident and sure of himself when discussing foreign policy and the Gulf War. He makes several domestic policy proposals - none of which will go anywhere - and his speech during this section is slow and dull.
