𝗖𝗜𝗧𝗔𝗧𝗜𝗢𝗡 𝗦𝗪𝗘𝗘𝗣: Santa Monica Police Issue Multiple Citations in Palisades Park

On Tuesday morning, June 2, 2026, Santa Monica Police officers conducting a routine patrol in Palisades Park issued multiple citations during a series of enforcement contacts throughout the park. According to information learned at the scene, officers contacted an individual during a consensual encounter and cited him on suspicion of possessing drug paraphernalia. Shortly afterward, officers detained a man who appeared to be experiencing homelessness after observing him pushing a shopping cart through the park. The man was issued a citation related to possession of a shopping cart bearing a retailer placard, commonly enforced under California Business and Professions Code §22435.2(f). Officers removed the shopping cart and provided the man with several bags so he could retain his personal belongings. A Community Service Officer later arrived in a department vehicle and took custody of the cart before officers resumed their patrol. A short distance away, officers contacted a woman who was observed smoking inside the park. She was issued a citation for violating Santa Monica Municipal Code §4.44.020, which prohibits smoking in city parks. Following the enforcement actions, officers continued their patrol of Palisades Park without further incident. Palisades Park stretches along Ocean Avenue atop the coastal bluffs overlooking the Pacific Ocean and remains one of Santa Monica's most heavily visited public spaces.
