I haven't actually read it myself but everyone seems to agree it's the best for beginners. I personally recommend reading Riichi Mahjong Strategy by Nemata & Fukuchi Makoto once you're at an intermediate level. https://repo.riichi.moe / The /mjg/ repository, it's filled to the brim with resources and you can find there most, if not all, translated books about riichi mahjong and untranslated ones too if you can read Japanese.
