Why hasn't the Equal Rights Amendment been ratified?

Did you know the Equal Rights Amendment, which guarantees equal legal rights regardless of sex, has been passed by 37 states — and that constitutional amendments need to be passed by 38 states to become enshrined in that founding document? Does that mean we could have a new constitutional amendment sometime soon? It's complicated.
