Remove the spin and the oceans drain toward the poles, leaving two polar oceans and a dry equatorial megacontinent. That field (the magnetosphere) deflects the solar wind that would otherwise strip the atmosphere. Mars once had a churning core, a magnetic field, and a thick atmosphere.
