Economically challenged its community is resilient with ongoing efforts to revitalize the local economy and improve quality of life. it is also home to the Elmira Correctional Facility, a maximum-security prison operated by the New York State Department of Corrections and Community Supervision. Mark Twain spent summers in Elmira and wrote several of his famous works here, including "The Adventures of Tom Sawyer."
