Brazilian Congressman Alceu Moreira (MDB-RS) stated that the provisional measure on renegotiating rural debts (MP 1376/26) fell short of the text advocated by the Parliamentary Agricultural Front (FPA), but it was "the best possible" outcome in negotiations with the government. In an interview with Painel Eletrônico this Friday (17), the congressman said that the MP allows producers affected by climate losses to renegotiate debts and plant the next crop. The congressman is a member of the FPA. Alceu Moreira recalled that the provisional measure was the result of an agreement built between the government, representatives of the sector and parliamentarians, mediated by the president of the Chamber of Deputies, Hugo Motta. The congressman said that, since 2023, the sector had been seeking a negotiation with the government to compensate producers for losses due to droughts or floods in recent years. A bill (PL 5122/23) to this effect had been debated in Congress, but the government's economic team refused to accept the terms of the proposal, which, among other points, allowed the use of resources from the Pre-Salt Social Fund to help farmers. Faced with the impasse in negotiations, in recent days an alternative text was drafted to be issued by Provisional Measure, which has immediate effect. “Our producers need to be in the banks today negotiating the next harvest and the renegotiation of their debt. The provisional measure, certainly, in this circumstance, was the best remedy,” assessed Alceu Moreira. According to estimates from the Ministry of Finance, the renegotiation will reach approximately R$ 100 billion in debt, and the annual impact should be less than R$ 4 billion on public accounts. According to Alceu Moreira, the provisional measure offered better terms and interest rates than the government's initial proposal, but still lower than what the sector wanted. “Is the text good? No, it isn't. Certainly not. [...] I think it was the best that could be negotiated. [...] We are getting eight years (of repayment term) with a two-year grace period, therefore, 10 years, but we wanted 10 + 3, 13. They wanted to give us an interest rate of 6%, 9%, and 12%. We worked hard, and it ended up being 5%, 8%, and 11%,” he highlighted. “They only wanted an inclusion for those who had two failed harvests between 2019 and 2025. And we managed to ensure that those who had losses equal to or greater than 30% in two harvests, from 2019 to 2025, are eligible to receive the resources under the established conditions. And those who had three harvests with losses greater than 40% will have an even more advantageous condition, with lower interest and a longer term,” he added. The provisional measure, although immediately effective, needs to be approved by Congress within 120 days. Alceu Moreira stated that the Parliamentary Agricultural Front intends to continue discussing the topic and negotiate changes to the report. “This gives us time for negotiation. Nothing will be imposed from either side, everything will be negotiated, but 120 days, allowing for modifications to the report, can greatly improve the text of the law,” the deputy argued.
