It’s beautiful. It’s terrifying. And it’s actually way freakier than it looks. Three witches are suspended in the sky and wear hats, known as corozas, that were worn by those subjected to punishment during the time of the Spanish Inquisition. The Spanish Inquisition was an entity established by the Catholic Monarchs to suppress heresy, religious and social dissent, and consolidate the monarchy's power. Goya, on the other hand, was an avid believer in the ideas of the enlightenment and social reform, so this painting is more seen as a critique of superstition rather than an endorsement of it.
