Why Wasn't GTA 4 Ever Remastered?

Grand Theft Auto IV is regarded by many as the best in the franchise, even going as far as being listed as the 3rd best game of all time according to Meta Critic. However, despite all of the praise and love that it had from both the critics and the fans, the game was never ported to newer consoles or remastered. Which wasn't the case for older GTA's and it's younger brother GTA 5, which was notoriously ported over to every single console generation to date.
