Located in the center of Morioka City, straddling Nakanobashi-dori 1-chome and Sakanacho, it is a 365-meter-long all-weather arcade (commonly known as Hotline Sakanacho) that represents Morioka City along with the Odori Shopping Street. The arcade was developed in 1983 (Showa 58) as the second all-weather arcade in Iwate Prefecture, and then renewed in 2001 (Heisei 13). In 2013 (Heisei 25), the arcade of "PIA Suwacho" in Kitakami City was removed, so it is now the only shopping street in Iwate Prefecture with an all-weather arcade.
