Dialogue with staff of Rural Hospital No. 2 Motozintla, from Motozintla, Chiapas. Friday, July 5, 2019. President AMLO. We continue our visits to rural hospitals in Motozintla, Chiapas. We toured the hospital in this region because we know that doctors and medicines are needed there. We invite the Health Cabinet of the Government of Mexico and the Undersecretary of Finance and Public Credit to join us on the tours we will be making of the 80 hospitals that are part of the IMSS Bienestar program. We will be monitoring the condition of 3,600 rural medical units. We must improve the health system to serve the general population and those with social security coverage. More than half of the population lacks social security and most are poor. For them, we have created the Institute of Health for Well-being, which will be responsible for coordinating this system with the public health systems of the states, health centers, and hospitals. We will integrate the IMSS (Mexican Social Security Institute), the ISSSTE (Institute for Social Security and Services for State Workers), and the Ministry of Health. We will focus on four issues. The first is to guarantee the supply of medications. Last year, 90 billion pesos were allocated to the purchase of medicines and medical supplies, but since it was a business for a select few, shortages arose. There will be no more corruption in purchases. We will create a distribution system. We will correct the issue of codes and levels of care. There cannot be first-class, second-class, and third-class Mexicans. We will ensure that there is no shortage of nurses and doctors, especially specialists. We will pay more to those who work in rural areas. We have proposed to the Secretary of Health that we review the availability of doctors in the country. We will ensure that the universities in the country that offer medical degrees receive more funding to eliminate outdated entrance exam practices so that we can have doctors who serve the people. The third is to standardize the status of healthcare workers. We are committed to regularizing the employment status of healthcare workers during our administration. The fourth area of ​​focus is improving facilities. Rural medical units and hospitals must be properly maintained. We must guarantee the constitutional article that establishes the people's right to health. We will be an example in healthcare services. We must do this together.
