In the 1980s, the province of Groningen struggled with high unemployment. The MB puzzle factory disappeared and the NATO depot closed its doors. The Hague faced a difficult question: how do we get Groningen moving forward again? The COA seemed to provide much-needed jobs, but brought new problems with it.
