Analyzing the Root Cause Behind the Demand and Controversy over the Satikar Act? Dr. Sewak Singh

Jagat Jot Sri Guru Granth Sahib Satikar (Amendment) Act, 2026, passed by the Punjab Legislative Assembly under the Aam Aadmi Party government led by Chief Minister Bhagwant Mann, has sparked a major controversy in Punjab. The Act is being opposed by the Shiromani Gurdwara Parbandhak Committee (SGPC), the acting Jathedar of Akal Takht Sahib (appointed by the SGPC), and several Sikh organizations, intellectuals, and institutions. The issue has emerged as one of the most widely debated political and Panthic matters in Punjab. The acting Jathedar has summoned Sikh MLAs to explain why the legislation was passed "unilaterally" without wider Panthic consultation. While the SGPC and the acting Jathedar are demanding specific amendments to the Act, the Punjab Government remains firm in defending its decision and justifying the legislation. At the same time, another section of Sikh organizations and intellectuals argues that legislating on the Satikar (reverence) of Sri Guru Granth Sahib falls outside the jurisdiction of a secular state. They maintain that such matters are internal to the Khalsa Panth and should be decided collectively by the Sikh Panth through the traditional process of Gurmata.
