The RC timing network (470µF C1, 0.1µF C2 and R1/R2 plus the 100k bias resistors) causes the transistors to switch in a repeating pattern; Q1 (BC547) and Q2 (BC557) form the active stages that amplify and invert the waveform. Thbire speaker sees the resulting pulsed waveform, while the big 3300µF electrolytic and resistor network produce a decaying envelope so each pulse sounds like a natural chirp.
