Sybil Brand Commission for Institutional Inspection (SBC) May 7, 2026 Meeting

The Sybil Brand Commission for Institutional Inspections (SBC) meeting of May 7, 2026 discussed recent in custody deaths, bringing the yearly total to 17. The Los Angeles County Sheriff’s Department (LASD) reported on housing challenges, triple bunking, and pending autopsies but faced extensive commissioner concerns regarding sanitation, water quality, delayed medical care, inconsistent grievance procedures, Prison Rape Elimination Act (PREA) issues, and treatment of transgender individuals. Inspection reports across Men’s Central Jail (MCJ), Twin Towers Correctional Facility (TTCF), and Century Regional Detention Facility (CRDF) continued to show unsafe and unsanitary conditions. The Commission approved minutes from previous meetings, advanced follow up work with the Civilian Oversight Commission and unanimously adopted a formal position supporting the closure of MCJ without a replacement facility. Additional motions addressed environmental hazards, jail death accountability, and protections for transgender and gender diverse people. The LASD was directed to provide several policies and data sets.
