The Ministry of Land, Infrastructure and Transport announced a comprehensive overhaul plan for highway rest area operations that includes these measures. The government identified the multi-tiered commission structure—connecting tenants, intermediary operators, and the Korea Expressway Corporation—as the primary cause of high food prices at rest areas. In response, the government decided to eliminate intermediary operators and establish a new public management company.
