TRIBUNJATIM.COM - The Corruption Eradication Commission (KPK) conducted a search of the residence of former Deputy Minister of Immigration and Corrections (Wamen Imipas), Silmy Karim, at Jalan Brawijaya III No. 5, Kebayoran Baru, South Jakarta. The search was conducted on Friday (June 5, 2026), from 1:45 PM to 7:00 PM WIB. During the search, the KPK confiscated a total of 17 luxury vehicles from Silmy's home: three motorcycles and eight bicycles. Two luxury cars, a maroon and a silver Porsche, were also seized. After the search, the Mobile Brigade (Brimob) personnel who had been standing guard in front of Silmy's house immediately left the premises. Meanwhile, the lights were left on at Silmy Karim's house. Several people were seen remaining inside. In this case, Silmy Karim was named a suspect and immediately detained on Thursday (June 4, 2026). The Corruption Eradication Commission (KPK) uncovered the case during its follow-up on the Foreign Worker Utilization Plan (RPTKA) at the Ministry of Manpower (Kemnaker) in 2025. The investigation was later strengthened by findings from the Financial Transaction Reports and Analysis Center (PPATK) regarding anomalous transactions involving 35 employees of the Ministry of Imipas. This dirty practice began when foreign nationals used a service bureau to process residence permit documents. Instead of being processed according to procedure after paying Non-Tax State Revenue (PNBP), the applications were complicated and consistently rejected. The foreign nationals were then forced to pay additional fees at verification counters at the regional and central levels to obtain the permits. During the investigation, the KPK discovered that Silmy Karim, who at that time served as Director General of Immigration (2023–2024), was one of the main actors. He allegedly committed extortion by demanding a share of every foreign national's residence permit application. The instruction flowed down through the Director of Residence Permits, Jaya Saputra, who then ordered his two Sub-Directorate Heads, Bagus Bramantyo and Tessar Bayu Setyaji, to collect extra fees. In their implementation, they adhered to the principle that every click had a price in processing documents. Gusti Bernardiansyah, a staff member of the Residence Permit Sub-Directorate, then utilized several nominee accounts to collect funds from service bureaus and foreign nationals directly. During the 2022–2026 period, the illicit funds collected reached at least IDR 145.5 billion. The money was routinely distributed to individuals at the Ministry of Science and Technology every Friday. Silmy Karim himself reportedly received a regular share of IDR 100 million per week. To disguise the distribution of this corrupt money, the gang used various secret terms. The code word "angel" was used to refer to the share allocated to high-ranking officials. They also used payment codes for band concerts, including vocalists, guitarists, backing vocalists, and choreographers, to represent the flow of money to certain parties. In addition to Silmy Karim, a number of high-ranking officials within the Directorate General of Immigration and Regional Offices have also been charged.
