On June 30, Yuriy Romanenko and Maximilian Andronnikov (call sign Caesar), a fighter with the Freedom of Russia Legion, explain why time is working against Putin and when the Kremlin will have to decide on mass mobilization. The Kremlin's dubious options, according to Caesar, include general mobilization, freezing deposits, and forced distribution of OFZs. All of this is risky, so the ball is now in Ukraine's court for several months. But this is only a stage: if this advantage isn't exploited, the next phase will be more difficult—Russian counter-drone measures and Ukrainian ballistics will emerge. Zelenskyy raises the topic of negotiations, but he's addressing a man who no longer thinks rationally. Why is Russia's fuel crisis worse than it seems? The country, as the image from the ether suggests, is a giant sausage stretched along the Trans-Siberian Railway, its logistics relying on a few arteries, while Ukraine's supplies are diversified – from Europe and Turkey, by sea, rail, and road. Neighbors like Kazakhstan won't help with gasoline, and shipping fuel across Russia means exposing it to attack. The key point: a war is judged by the kilometers captured, but it's lost when the enemy begins to pay an unacceptable price. Putin's results on the front lines have become more modest than a year or two ago, but the destructive strikes inland have increased, and more and more people are joining the Russian resistance, transmitting information for operations. Crimea, according to Caesar, has become a testing ground for problems and has found itself in a logistical, and subsequently humanitarian and military, impasse; hundreds of thousands of Crimeans fleeing from there will spread these sentiments throughout Russia. Against this backdrop, Caesar is directly addressing workers in the military-industrial complex, oil and gas, security forces, and government officials: don't sit in your kitchen waiting for change, get involved—the sooner the regime falls, the easier it will be to pull the country out of its pit. The financial picture is dire: Russia is already fighting on credit. The planned budget deficit of approximately 6 trillion rubles for the year was exhausted at the end of April, and what's next will be the printing press and the freezing of deposits. Inflation from the fuel crisis will first hit public sector workers, pensioners, and the poor—that is, the core of Putin's electorate. Therefore, Putin is unlikely to escalate sharply before the elections: mobilization is proceeding covertly, and he will be able to announce it openly only after he has achieved the desired vote result. The government's June 30 order to suspend rail service with Finland, Estonia, and Latvia is being interpreted as a signal in the same direction—a move reminiscent of 1940-1941 and resembling an attempt to intimidate the Baltics. And yet, the regime lacks an ideology: petrocracy motivates no one, no one will die en masse for Putin, and the former contingent has already been wiped out in Ukraine. The paradox with which the fragment concludes: as soon as Putin decides on mass mobilization, the number of people willing to join the Legion and other resistance projects will sharply increase.
