To understand the fundamental concepts of polity, we need to understand its basic elements, meaning, and how it functions. Simply put, polity refers to the system under which a country or society is governed. Here are its main fundamental concepts: 1. Four Essential Elements of a State In political science, "state" refers not to a province (like Uttar Pradesh or Bihar), but to an independent country. For any territory to be called a "state," four elements must be present: Population: A state cannot exist without people. Defined Territory: A defined border is essential. Government: An institution that enforces rules and maintains order. Sovereignty: This is the most important. It means that the state is completely independent in making its own internal and external decisions, and is not subject to pressure from any external power. 2. Constitution The Constitution is the supreme law of any country. It determines the powers of the organs of government (legislature, executive, and judiciary). It protects the rights of citizens so that the government cannot abuse its powers. 3. Three Organs of Government To maintain a balance of power, the government is divided into three parts: Legislature: Its job is to make laws (such as the Parliament in India). Executive: Its job is to implement the laws (such as the Prime Minister, President, and administrative officials). Judiciary: Its job is to interpret laws and resolve disputes (such as the Supreme Court and High Courts). It is the protector of the Constitution. 4. Democracy It is the most popular concept of the modern polity. It simply means "rule of the people, for the people, by the people." In this, the people elect their representatives who govern the country on their behalf. 5. Balance of Rights and Duties Fundamental Rights: The state grants its citizens certain basic rights (such as equality, freedom, and the right to expression) to ensure their dignified development. Fundamental Duties: Citizens are also expected to respect the unity, integrity, and laws of the country. 6. Rule of Law This means that no one is above the law. Whether it is a king, a prime minister, or a common citizen, the law is equal and applies equally to everyone. In short: the state system is a structure that balances power and rights to maintain peace, justice, and order in society.
