At first, he just seems like the typical stereotype of an American cop: corrupt, arrogant, and perhaps racist. From Carl Johnson's perspective, you already feel like you hate him from the very beginning of the game and just want him to leave, never to see him again. But unfortunately for you, this is just the beginning... A few missions later, we see Pulaski again, alongside Frank Tempenny. A small spoiler: he's always with him. First of all, we don't know if Pulaski is married, has children, or at least has his parents. All we know is that he's always with Frank Tempenny. It even seemed that he was hurt by Tempenny's response because he truly considered him a friend.
