Казахстан выгоняет мигрантов? Новый сложный порядок оформления РПП и ВНЖ Казахстана с 13.02.2026
Is Kazakhstan expelling migrants? A new, complex procedure for obtaining permanent residence permits and residence permits in Kazakhstan, effective February 13, 2026 The scale of these changes is unimaginable. On February 13, 2026, amendments came into force in Kazakhstan that radically alter the procedure for obtaining a permanent residence permit (PRP) and a permanent residence permit (RP). Key: now, before applying for a permanent residence permit, you must pass a mandatory Kazakh language test and a five-stage digital assessment. Without this, it will be impossible to apply for a residence permit. ⚡ The changes came into force on the day of publication—February 13, 2026. Let's take a closer look. 1. Kazakh language testing (level A1) Now, basic knowledge of the Kazakh language has become a mandatory entry barrier. — testing is conducted online; — registration is available through the app.testcenter.kz portal; — The test consists of two sections: • Listening — 20 questions, 20 minutes; • Reading — 40 questions, 50 minutes; — A minimum of 30% correct answers in each section is required; — A second attempt is permitted; — Without passing the test, it is impossible to proceed to the next stage—the digital assessment; — There are currently no exceptions, including for individuals receiving a residence permit under special conditions. Therefore, language proficiency is now formally recognized as a mandatory requirement for admission to the procedure. 2. Five-Stage Digital Immigrant Assessment After successful testing, the digital applicant assessment system is launched. The entire process takes place on the website: [https://migration.enbek.kz](https://migration.enbek.kz) The assessment consists of five stages: Stage 1—Questionnaire and Automatic Scoring The applicant completes the questionnaire on the portal. The system automatically generates a criteria-based assessment. The following are taken into account: — demographic indicators; — educational level; — language proficiency; — work or study experience in Kazakhstan; — work or study experience abroad; — professional competencies; — additional criteria; — health status. The passing score is 400. The assessment is fully automated. Stage 2 — interdepartmental review Data verification through government databases. Stage 3 — notification of interview approval If the criteria are met, the applicant is approved. Stage 4 — interview A personal interview becomes a mandatory part of the process. Stage 5 — final notification A decision is issued on whether the applicant meets or does not meet the established requirements. The notification is valid for one year. During this year, an application for a residence permit must be submitted. The digital assessment itself takes up to 29 days from the date of application. 3. What happens next After receiving a positive notification, the familiar process of applying for a permanent residence permit begins. However, new elements have been added here too. 4. What's new in the main process New #1 - Mandatory interview The interview is now officially part of the procedure and is scheduled after the application is submitted. New #2 - New document confirming departure for permanent residence Required: written consent from the country of citizenship, or a departure form, or another document confirming permission to leave for permanent residence abroad. It's too early to say exactly which documents will be accepted. However, this is precisely the point that may prove the most challenging for many applicants. New #3 - Document confirming passing the criteria assessment You must provide an official document confirming completion of the digital assessment and admission to the public service "Issue of a permanent residence permit." The document is issued by the executive body for the protection and employment of the population. It is required for everyone except: — minors; — incapacitated persons; — investors; — representatives of in-demand professions. This means that for these categories, a shortfall of 400 points will not be an obstacle. Result As of February 13, 2026, the process of obtaining a permanent residence permit and residence permit in Kazakhstan has become multi-stage and technologically advanced: 1. Kazakh language test. 2. Five-stage digital assessment. 3. Obtaining permission. 4. Submitting an application. 5. Interview and additional documents. This is not about "deportation," but rather a significant tightening and formalization of the procedure. But the fact remains: the entry threshold for obtaining permanent residence status has become significantly higher. Official text of the changes: https://zan.gov.kz/client/#!/doc/2219...
