Post Apocalyptic Games Are Afraid to Be Dark

Babe 2: Pig in The City is unironically darker than most post apocalyptic games. Why is that? Is Post-Apocalyptic even a real genre? Or is it just a cheap badge for games afraid to examine the very thing the genre was built on?
