A young girl is in serious condition after Ottawa emergency crews found her face down in the water at the Sylvia Holden Park wading pool in the Glebe. Ottawa Paramedics public information officer Nicolas Guertin says the child was awake and breathing when she was transported to the hospital; the Ontario government has activated the Disaster Recovery Assistance Program for specific Ottawa areas affected by Canada Day overland flooding, excluding several hard-hit neighbourhoods.
