Here's the information I have about the Bombonera stadium expansion project that Boca Juniors submitted to the CNTR (National Commission for Transport Regulation) to begin the expansion and creation of a fourth tier. The project consists of increasing capacity as follows: 6,000 more seats in the fourth tier. 6,500 in the preferred seating area with 200 boxes. 12,000 in the third tier (making it entirely general admission). 3,000 between the lower south and north tiers.
