EUSEW2025 | Breaking free from the pilot trap: scaling clean energy solutions in cities

Despite technical maturity, Europe's local energy sector is stuck in the pilot trap: after 10 years of innovation, and more than €1bn of European funding across hundreds of city projects, there is no evidence of wider market uptake. How do local energy projects need to be redesigned? How should public authorities reimagine their role, and improve the support provided, beyond subsidies?​ What is the emerging investment case for private actors, and how can they be most effectively engaged?​ During this EUSEW session, four of Europe's most innovative cities present their first-hand experiences with scaling local energy innovations out of perpetual subsidisation. Then, a panel distills the principles for replicating these methods across and between Europe's cities.
