Iran has warned against what it considers "ambiguous arrangements" regarding passage through the Strait of Hormuz, given its status as a littoral state. Iranian state media quoted Deputy Foreign Minister Gharibabadi as saying, "Safe passage through the Strait of Hormuz cannot be guaranteed through ambiguous arrangements, parallel routes, or decisions that disregard Iran's considerations." The Iranian official added that "any credible framework for maritime security in the region must be based on direct coordination with Tehran and adherence to the provisions of Article 5 of the Islamabad Memorandum of Understanding." Gharibabadi warned that "failure to comply with these conditions and arrangements will lead to the suspension of the designated parallel route."
