Wizards of the Coast cannot write a sandbox adventure and they never will — not because they're lazy but because the format is mathematically impossible to publish. Players have infinite choices. A book has finite pages. The only person who can run a real D&D sandbox is the DM, and that means doing the work that WotC will never do for you.
