GURPS 4th Edition - Characters and Basics
GURPS was always a game I felt I understood. It was granular like HERO System, so I felt that my familiarity with HERO would make understanding GURPS easier. The only thing HERO prepared me for was that I was going to do a lot of reading to comprehend how things worked in GURPS. Still, GURPS is a fantastic game to learn if you don't already know a few generic, setting agnostic systems. Both the core and the splat books are great for borrowing ideas from, if you're that way inclined. If buying two books for a game you're uncertain you'll like is a steep investment, the Lite version has pretty much everything you can expect out of GURPS.
