Gurumurthy says this was followed by the push for a “committed judiciary, bureaucracy, and press”—institutions expected to serve the ruling party and, effectively, Indira Gandhi herself. According to him, this concentration of unchecked power fostered systemic corruption within the Congress, triggering the Bihar student movement led by Jayaprakash Narayan, a period he describes as politically formative in his own understanding of Indian democracy.
