In São Paulo, grassroots housing movements are transforming abandoned buildings into affordable homes — and reshaping urban policy in the process. Right to the City: Dandara tells the story of the Dandara building, a former government property left empty for years before housing activists organized, occupied it, and ultimately converted it into 120 housing units through collective action and landmark policy tools including Special Zones of Social Interest (ZEIS) and the Concession of the Real Right to Use (CDRU). The film goes beyond the creation of housing to show what it means to live in the city center — closer to jobs, transit, and opportunity. Dandara is proof that safe, dignified housing is possible when community activism and public policy come together.
