The emergence of the New Public Administration (NPA) as an alternative perspective was in a long tradition of public administration theory and thought. During the decade of the 1960s, the government and its administrative arm came under heavy pressure from social and political forces for a range of issues — civil rights, higher education, social welfare, law and order, and urban infrastructure and conditions.
